According to recent figures from the Department of Education, Australia saw a record-breaking enrollment of 1.1 million international students by the end of 2024 — an increase of nearly 250,000 compared to the pre-pandemic peak in 2019.

The number of temporary graduate visas on issue soared to a record 222,190 in the first quarter of 2025, continuing a sharp post-pandemic rise and more than doubling the 2019 figure of 80,754. This dramatic growth reflects Australia’s expanding international student base and the increasing demand for post-study work opportunities.
Bridging visas reached a record total of 379,800, partly due to former international students opting to stay in Australia and challenge their visa outcomes through the Administrative Review Tribunal rather than returning to their home countries.

Claims that federal government caps have curbed international student numbers don’t hold up under closer examination. According to new research by Dutch analytics firm Studyportals, Australia was the only major study destination to see a rise in international student interest during the first quarter of 2025.
The findings, drawn from a survey of 240 institutions across 48 countries—including key markets like the US, UK, and Canada—revealed that Australia’s share of global student demand rose by 8% this year. Additionally, undergraduate enrolments in Australia increased by 9% compared to the previous year, with more than 60% of institutions reporting growth.

However, postgraduate enrolments in Australia were down 13% from last year even though 54% of institutions reported increases.
The newly reelected Labor government must stem the growth in student and graduate visas by targeting quality over quantity via the following types of reforms:
The Albanese government must also tighten up the appeals process for the Administrative Review Tribunal to stop temporary migrants (including students) from gaming the system to remain in Australia after their visa has expired.
These reforms would lower the number of international students, graduates, and bridging visa holders while lifting the average quality and productivity of the migration system.
